## Files

- `metrics.csv`: reference values (VSL, life year, injuries, value of time,
  discount rates, pollution, noise, carbon, degree value), HAS health-economics
  rules, and wellbeing values (France and UK).
- `indicators_loi_sas.csv`: the ten "nouveaux indicateurs de richesse" for
  France, latest year in the Insee "Rapport 2024" tables.
- `carbon_value.csv`: carbon value paths for 2013, 2019 and 2025.
- `unverified.md`: what could not be retrieved, and the caveats.

## Law texts (Légifrance)

Fetched through the Légifrance ELI URLs. The `/loda/` and `/jorf/id/`
pages render client-side and come back empty. WebFetch passes each page
